The master plan of New Orleans has been a very controversial project. The project is highly visible and politically charged. David Dixon with Goody, Clancy & Associates had an opportunity to work on the master plan of New Orleans. David was impressed how organized, thoughtful, and committed city officials were about rebuilding urban neighborhoods and preserving the remaining culture of New Orleans.

Before Hurricane Katrina, the City of New Orleans had limited recourses in its planning department. The City was in need of a new master plan as well as a planning culture. These challenges have been addressed in the new master plan, design guidelines, and comprehensive zoning ordinances.

The vision for rebuilding the city is for it to be resilient in face of major storms, to promote smart growth, to provide parks and use existing canals for recreational use, to provide affordable housing, and to preserve New Orleans’s historic neighborhoods. Enhanced livability, economic opportunity, and sustainability are central elements of Dixon’s master plan for New Orleans. Sustainability is reflected in design through storm water management, enhanced transit, increased density, and systems of canals and parks in the new master plan.
